It is right to recognise that the figures I have quoted are minimums. They are just the instances where someone took the time, trouble and cost to go through the complex business of challenging a PCN, risked having their fine doubled, and were able to prove that the ticket was unlawful. The true and full number of times that PCNs are issued unlawfully is impossible to verify but I imagine it is likely to be significantly larger…

You state ‘an average of 372 unlawfully issued fines per day’. What about the other 300 tickets issued illegally per day which go by unnoticed/ These are the ones which bring in the profit.
